15棟高層“樓盤”違法 城管執法遭暴力抗法

經過的調查、并經當地城市管理部門核實，甘肅省蘭州市七里河區轄區內違法建筑隨處可見，僅目前已經建成和在建的10層以上的高層違法建筑就達到15棟，總建筑面積超過18萬平方米，其中最高兩棟為33層高度接近100米，部分違規樓盤甚至自設“售樓處”進行銷售。
來到了違法建設比較集中的西園街道，兩棟已經建成的33層違建高樓就分別位于街道內柏樹巷社區190號和上西園社區296號。
西園街道辦事處城建辦主任馬海珍介紹說，這兩棟房屋在2010年新建以前是破舊的平房和小二層樓房，后來房主為了“改善居住條件提出翻建請求”，社區也進行了實際查看，后簽署意見，并經七里河區國土局辦理了私房翻建手續，允許其在原址進行“原面積、原層數”的翻建。但后來，社區巡查人員發現這兩棟房屋在達到審批的建設范圍以后，仍然在繼續施工。
七里河區城管執法大隊四中隊臨時負責人告訴，他們對這兩棟違法建筑，先后進行了不下10次的大型執法活動，但均遭到了暴力抗法。
負責人說，2010年底，當這兩處樓盤違規建設剛剛開始的時候，七里河城管部門就組織了200多人進行違法建筑的拆除行動，但遭到300多名施工人員用磚頭和瓦片的打砸圍攻，他們被困在違法施工工地長達7個小時，最后不得不撤離。
據了解，僅在今年前期的執法過程中，就有8名執法人員遭遇暴力抗法而受傷住院。但同時注意到，僅七里河區列入重大違法建設的15棟建筑同期新建的面積就超過了10萬平方米，七里河區違法建設的面積仍在擴大。
七里河區政府已經成立了4個工作組展開工作。在集中3個月的時間里，在一些重點地區進行違法建筑的整治拆除，對不同的違建對象，采取“分門別類、一策一案”的方式，多部門聯合執法展開整治拆除工作。

15%二手房源被迫“一降再降”

(姚麗穎)豐臺區保利欣苑的李先生,經過9次降價才將自己的一居室售出,成交價比最初的底價下調了15萬元。據機構統計,目前有15%的房源,底價下調次數超過兩次。而新增房源大約四分之一的業主調低出售底價,幅度多在10萬至20萬元范圍。
李先生在豐臺區保利欣苑有套45平方米的一居室,6月份在中介掛牌128萬元出售,底價為120萬元。但由于市場成交一直低迷,掛出去兩周都無人問津。這時,李先生已經看中阜成門附近一套房屋,準備出手購買,“但因為我不是北京戶口,根據限價令,必須把保利欣苑的房子賣掉才能再買阜成門的房子。”
為了盡快賣舊買新,但同時又希望盡可能賣出高價,李先生開始一萬、兩萬地下調底價。“我算了一下,到最后以105萬元成交,一共下調了9次,比掛牌價降了23萬元,比最初的底價也降了15萬元。”
據了解,由于北京二手房成交從5月份開始一直維持在月成交量8000套左右的低位,二手房業主的心態逐漸發生變化。主要表現在,一是業主主動降價促銷,二是購房過程中,議價空間增大,業主多次讓價出售。
“鏈家地產”市場研究部數據顯示,目前鏈家在線二手房新增房源掛牌價為27400元/平方米,與6月份相比大約下降了3%,降幅并不明顯。但是,在6月份的新增掛牌房源中,大約有25%的業主調低了出售底價,其平均總價降幅約為10萬至20萬左右,平均降幅為7%。對于個別著急用錢的業主,其降價幅度更加明顯。
此外,今年以來,二手房議價空間持續增加,7月份環比上月進一步擴大了5%左右。一些中介反映,特別是有改善型需求的業主以及部分戶型朝向欠佳的房屋業主,其議價空間比普通房屋還要增加3%左右。

14城市漲幅超前 難逃新一輪限購

住建部剛剛公布新增限購城市名單的5項建議標準，將房價上漲過快的二、三城市推向了風口浪尖。目前看來，包括秦皇島在內至少有14個城市面臨不得不出臺“限購令”的壓力。
國家統計局昨日發布的70個大中城市房價指數顯示，二、三線城市仍領漲全國，連續三個月同比漲幅5%以上城市達26個。
還注意到，7月份70個大中城市新建商品住宅價格指數，環比上漲超過0.4%的“上漲過快”城市，全部為非限購城市。
結合7月份數據，并根據同時滿足“2010年房價漲幅接近或超過5%以上；2011年以來房價漲幅接近或超過5%以上”兩個條件推算，理論上新增限購城市在14個左右。
具體包括秦皇島、丹東、錦州、吉林、牡丹江、贛州、煙臺、洛陽、襄樊、岳陽、常德、惠州、湛江、桂林。
“除上述城市外，已限購的一線大城市的周邊城市，如廊坊、中山、珠海等，也很有可能被納入限購范圍。”據偉業我愛我家集團副總裁胡景暉(微博)分析，新一批限購城市預計將在20個左右。
“二三線城市價格的上漲勢頭仍然較明顯，有29個城市房價在6月環比上漲的基礎上繼續上揚，因此有可能引發限購政策從嚴。”鏈家地產首席分析師張月說。
另外，注意到，已經出臺限購政策，但7月份房價同比漲幅較快的還有9個城市。包括石家莊(107.7)、沈陽(106.2)、大連(106.0)、鄭州(105.7)、長沙(108.4)、重慶(105.6)、蘭州(108.2)、西寧(106.5)、烏魯木齊(108.9)。
根據住建部的文件要求，“已實施住房限購措施的城市要繼續嚴格執行相關政策；限購范圍僅限于城市局部區域、部分房屋類型等的要盡快調整，從嚴執行。”由此來看，上述城市也面臨限購從嚴調整的壓力。
值得關注的是，“雖然已經有41個城市限購，但其中仍然有13個城市房價同比漲幅超過5%。”在張月看來，新增限購的效果也有待觀察。
不過，不能忽視的是，限購令的擴散，對在二、三線樓市的投資需求造成巨大心理壓力。中原地產張大偉說，調控政策再收緊，對一、二線城市期待調控放寬的開發商和購房者形成重壓，預計下半年全國很可能出現成交量全面下滑，下滑幅度或超過兩成。

18個主要城市樓市成交普降 最大跌幅達56.98%

據GoGoal報道，8月15日，中國指數研究院發布最新報告顯示，上周被監測的35個城市中，18個城市樓市成交量同比下降，其中6個城市成交量跌幅在30%以上。在重點城市中，僅成都、天津和武漢同比上漲，其余城市成交量皆同比下跌。而據北京市統計局數據顯示，今年1至7月北京全市商品房銷售面積為673.1萬平方米，比上年同期下降12%，樓市整體回歸調整態勢明顯。
主要城市成交量普跌
全國樓市出現降勢，成交量低位運行。中國指數研究院數據顯示，上周被監測的35個城市中，有18個城市樓市成交量同比下降，其中杭州跌幅最大，達到56.98%。
除杭州外，重慶跌幅達到47.49%，深圳、上海、南京及北京下降幅度亦皆超過20%，僅成都、天津和武漢同比上漲。
注意到，上周的普跌現象延續了8月初的樓市下行軌跡。中國指數研究院發布的8月第一周數據顯示，被監測的35個城市中，僅十城市樓市成交量同比上漲。重點城市中，僅成都、天津和武漢同比上漲，其余多數城市成交量皆同比下跌，其中杭州跌幅最大，其次是重慶，跌幅亦超過40%。
以北京市場為例，8月第一周，北京商品住宅(期房加現房)成交1020套，環比7月最后一周下降了50%，成交面積僅12.55萬平方米，創今年調控以來新低，調整態勢非常明顯。
北京房價松動
了解到，在“以價換量”的銷售策略下，北京等一線城市房價已經松動，部分區域特價房已經下調20%有余。雖然成交量有所回升，但仍屬不溫不火，業內認為市場仍在下行通道之中。
此前，北京市房地產業協會公布的數據顯示，1至7月北京新建普通住房的價格為13623元/平方米，比去年全年均價下降8.2%。
據北京市統計局最新數據，1至7月，全市商品房銷售面積為673.1萬平方米，比上年同期下降12%，降幅比上半年縮小6.4個百分點。其中，住宅銷售面積為473.5萬平方米，下降14.2%，降幅比上半年縮小5.6個百分點。并且，7月份住宅銷售面積為84.3萬平方米，環比6月份上漲10%左右。
